It's all about the $$. States need added revenue and gambling taxes ( like pot taxes) provide it. They have seen what lotteries provide and would rather tax people voluntarily to pay for their largesse......
Bookies may not get hurt if " integrity fees" are too high......and return is higher with them than the states....
