Could someone please explain to me what "team decision" means.

Is it that the Patriots decided that someone shouldn't practice (e.g. to rest them) but that they are not therefore to be understood to be injured? Or is it a bit of the body I hadn't yet heard about?

Just what it sounds like. They are giving a guy some drills off because they want to, not because he is injured.
