It means exactly what it sounds like. The team decided to hold that person out of practice for whatever reason.

I really think that BB has a formula for how guys get on the injury list. Something like...
1) If the medical staff interacts with you in any (hopefully professional) way, you go on the injury report.
2) If dealing with the medical staff causes you to miss any significant portion of practice, you become questionable.
3) If you miss an entire practice due to medical treatment, you are doubtful.

In this way, BB never has to justify his injury list to the NFL. It also explains why TB is on the injury report every week since I would imagine he has a routine on his throwing arm with the trainers before and/or after every practice.
