So far, we have added Salas and Tennant. Presuming that the 53rd roster spot belongs to Waters, we will need two cuts so far, perhaps with more players to come, likely a fullback it seems.
Rivera and Forsten seem to stand out as possibilities. Also, McDonald could get cut or put on IR.

They must see long term potential in Rivera. Unlike other teams who try to win now ignoring future years. It's a small blow value-wise today, but could reap bigger benefit later.

Ninkovich is the 4th LB.
Scott has started as a 43 OLB.
White has a lot of experience. Sucks as a LB but has experience.
Our 6th option at LB is a rookie. That doesn't sound real bad to me.
Makes me wonder how much value BB puts on the potential for a player getting hurt. Does he just assume they will be around the entire time or does he look at his backups and say if that player got hurt today then I'm comfortable with what I have. Or maybe something in between?
Rivera & White, aka the worst backup LBs in football, should be the first to go;
Forston might have potential, maybe, but as the 5th DT is not needed and belongs on the PS;
If Waters returns, then Wendell should be cut because Tennant is bigger & better;
Gaffney & Branch & Jacob Hester >>> Shiancoe & Bolden & Slater.

Well, Ninkovich is the 4th LB. All 3 of the starters can play the Mike, so Ninkovich backs up all 3.
Trevor Scott has experience as a starting 43 OLB too.
Rivera and White would seem to be battling for the 3rd backup spot in the base defense.
