I know the NFL tests for steroids on a random basis (6 players on each team every week I believe) - is there anything in place to repeatedly test those players that have already failed?
I'm thinking of Merriman specifically - if he's a big enough idiot to cheat & fail the test once, there's no reason to assume he's not a big enough idiot to take his chances and to try again.
If there is not something already in place, I think that once someone fails a steroid test, they should be tested on a weekly basis for the rest of the season.
