The annoying thing about this situation is how much much the Pats have been taking it on the chin for "not knowing the rule," coupled with the smugness of the Jets — both supported by a lot of folks in the media. It's good to see the league knocking that down a bit, though, yeah, bit too late. (Edit - - Another annoying thing: the use of the word "cheating" applied to a team for a penalty. Seriously? Guess the league is saying the Jets cheated now?)
The league didn't knock it down publicly. The info was leaked. Maybe by the Patriots?
The only thing to note here is the Patriots incorrectly knew the rule; and hence they coached their players incorrectly. Basically an honest mistake that probably shouldn't have happened - but if the 'not on the line of scrimmage' was removed after a proposal of the rule was sent out and a video of the nfl explaining it was made, I understand how the mistake happened -- hopefully in the future they have someone actually understand the exact wording of the final rule version.
The Jets obviously knew exactly what the rule was, and they used an illegal technique anyways; which means they either knew they could get away with it until alerting the refs before OT of it (even though they knew they were breaking it all game long); or they had a failure in coaching their players on the rule.
