The problem is that very few of these calls are black and white. Holding, DPI, OPI etc are all judgement calls, which can be legitimately called on almost every play. Even with slo-mo video, the Aaron Rodgers facemask call can legitimately be argued from both sides - it still comes down to a person's interpretation of the rule and how close to the 'letter of the law' they want to be. Dean Blandino still thinks Gronk committed OPI; as fans of the Pats, we see that video in a different light. I'm not sure video helps in these cases.

If you want to challenge things like offsides, false starts, too many men on the field, etc, that's another story. Those calls typically aren't game changers though.

To me the question isn't one of needing replay to verify a judgement call - the question is how do you call these consistently throughout a game. How do you tell an official who has had his flag in his pocket the entire game not to suddenly call a questionable PI on a critical play at the end of the game? Or vice versa? How can you ensure that one team isn't being held to a tighter standard than another? Or one player, as we're yelling about here? Frankly I'm not sure how that can ever be legislated to everyone's satisfaction.
