The Bears offered $17M over 4 years, and the Bills matched. Clearly the goal was to get over the $4M mark that the Bills could have given him on the 2nd round tender to guarantee keeping him, but even that wasn't enough.

That low tender (no draft compensation) was what made all this possible. They chose not to pay him $4M on the second round tender, which could have been seen as a sign that they didn’t want to pay him $4M. Turns out that they are willing to pay him $4M (and a little over that), as long as it’s long term at that value.

He negotiated a better and longer deal, which was matched by BUF.
