I don't see any collusion. The UFA market hasn't been much different than normal. The RFA market has never been very hot, because of the need to pay a draft pick plus the need to pay the big salary.
Draft picks are riskier but MUCH cheaper (an order of magnitude cheaper in many cases.) Miami just gave a contract to Marshall approaching what Haynesworth got last year. Washington didn't have to give up draft picks, but still felt like their "safe UFA signing" was a huge loss. Derrick Burgess was a pro bowler, that too was such a safe free agent pickup, eh?
Plus... you have the uncertainty of the possible lockout in 2011 and/or a return of the cap.
PLUS... next year's draft will suck compared to this year. And next year's UFA class will be MUCH deeper... all those 5 year RFAs who would have been UFAs this year will be UFAs next year. And unless 2011 is uncapped all the 4 year RFAs who would have been UFAs this year will also be UFAs next year. So wait a year and save a pick, plus have a much clearer idea what the cashflow will be.
There are LOTS of valid explanations for this offseason.

Go ahead wise guy, why don't you announce your plan. Yep they are backed into a corner and now the Pats have to Draft for need. If you know anything about Pro Football you know that results in reaches and thus, bad Drafts.
We are now officially in Draft for Need mode!
Our 07 Season was stocked with Draft choices from that year wasn't it smiley. The 09 Saints would never sign a FA or Trade for an established player.

I agree Peppers was way out of bounds. Marshall was pricey but still a good move for the Fins unless you are a homer here. Wembley? Gocong? Jones wasn't better than any RB we have now? A lousy fifth rounder for Holmes is not a bad gamble. Why on earth would we want a Pro Bowler like Cromartie with all of his illegitimate kids! ? But there were more than a few "left on the table" like that because BB is gunshy right now. Why?........Who knows. The pending CAP scenario isn't bothering a lot of our competition.
Now you also contradict yourself by denouncing the 2011 Draft. And yet some of the Cousins here would not have a problem trading into 2011 yet again and we have multiple holes to fill in 2010...while Rome is burning we have been working the fiddle.
