Maroney is the best option - he was a very good KR as a rookie and with the depth we have at RB there's no reason not to use him as a KR again.

Also, I've never understood why people complain about using starters as special teamers - as if special teams plays are somehow "wasted" plays or just pure injury downside. Play-for-play kick/punt returns have a much higher potential for a big play relative to garden-variety running plays. You are getting a ball carrier in a open-field running situation every time on a kickoff return. In my view you should be using your best players on special teams (at least to the extent that they have the right skills for it, obviously Brady isn't going to be returning kicks).
 
Also, KR and PR demand very different skillsets, although there is some overlap. PR is all about (1) hands and ball security - you are often catching the ball in tight quarters, (2) decision-making (fair catch or no), and (3) short-area quickness. KR is all about speed, burst and vision. Thats why Welker is a good PR but not such a great option at KR and Maroney is the opposite.
