All the indications are the QB room will actually be unchanged - Zappe and Cunningham on PS.

Zappe will likely end up back on the 53 within a few weeks. Let's see who they IR today - perhaps Reiff and Thornton.

To use the emergency QB rule, the third QBs has to be on the 53. So not going to happen and not going to drive their roster construction, at least at this point.

Instead I suspect their plan is for Zappe to be on the PS and elevated one or more times before being put back on the 53. It's even possible he'll be back today after someone is IR'ed.
