From the article: "The play would be reviewed, and it was ruled incomplete because Gronkowski stepped out of bounds before making the catch. After review he was also called for an illegal touch pass after they ruled Brady was out of the pocket, which nullified the play."

I did not know that a penalty could be called under review. When did this start? I don't recall ever seeing it before. If it is now OK to call this specific penalty under review, why the limitation to this one penalty?
