You do realize that you can plow streets while the fans are at the stadium, though, and also that having thousands of cars driving on the same roads mitigates the need to plow those specific roads, right?

This is what you said, and yes they can plow, but once they stop and if it is a heavy snowfall then no matter how many thousands of cars on the road. It still does not take away the danger. Just because cars drive on the road does not mitigate the need to plow.
