Only 2 roster cut-down.. to 65 and 53?????

I could have sworn that the new CBA had just 1 roster cut-down prior to the final cut-down to 53. But that the cut down was to 75 and there were no NFLE exemptions. And this was to prevent teams from dressing only 30-40 players for the final pre-season game.

Anyone else remember this?
