That was a ticky tacky call.
Note this happened near the very end of the 4th quarter. Typically, the refs will establish how they're going to call the game in the first quarter or half, which eventually helps give the players a feel for what they can & cannot get away with for that game.
From what it looked like, all game long, they were letting contact between WRs/TEs and DBs go.
Example: Marshall OPI, and the couple of times Gronk had his jersey and arm tugged on catches (yet still make the catch anyway) but no call.
Yet in a crucial late game moment they deviate from their standard and call a pretty big DPI on Butler.
