The Commissioner has the authority under the "Unfair Acts" section to investigate anything "outside the accepted tactics encountered in professional football". He can penalize a team or even reverse the win.

Where did you hear he can reverse a win. I'm never heard of a win being reversed.

Anyone could monitor that communication all they want. Without encryption-breaking equipment that would make NSA guys drool, all you're getting is gibberish. I doubt the NSA could crack the code within the three hours that the game is played in. Its hard to say though. You never know what those DARPA guys could have come up with.
