PLAN A is for Brissett to play for a few games, and for the Offense to play the first quarter developing the Offense and developing our OL. As Belichick used to say, the first quarter is an extended pre-season. Under this plan, Brissett would most likely start Game 5.

Just because there is a Plan A doesn't mean that events that might change this plan.
One of those events is Brissett getting injured, in which case Maye would play. Perhaps this wasn't decided until the team was comfortable that they had in fact gotten him ready to play earlier than Game 5, if necessary.

Another possible contingency COULD have occurred, If the OL developed early in camp, and was playing reasonably well and consistently, Maye MIGHT HAVE started Game 1.
