Obviously their positions were different but, not only that, Orr and Gretzky were different type hockey players. IMHO 99 was the greatest skilled hockey player that could translate that to scoring/assists. 4 had very good scoring skills but not close to 99 level. But 4 had all three periods, every minute hockey skill that 99 didn't. No matter if it was D, O, penalty kill, power play, smash mouth, fast pace -- if 4 had the gas you wanted him on the ice (and Orr had 'the gas' like almost no one ever has).
