Sign Higgins, trade Bourne for Deebo. That's your new starting X and Z receivers. In 3 WR sets you can go to Pop Douglas in the slot or Boutte as the Z with Deebo kicking down to the slot. Formational flexibility. Polk and Baker can be the gameday inactive 5th and 6th WR unless they beat someone out for bigger role.

Hopefully they can then sign one of Ronnie Staley, Alaric Jackson, Dan Moore, Cam Robinson at LT to hold the tide there.

Even after those 3 moves, they'll probably have about $80M in cap space left over. They can still add to the depth chart in several positions after this.
