Is is possible Pats won't spend to the cap?

Though there is still time to go, I'm wondering if it's a realistic scenario at this point that the Pats won't spend to the cap limit. Predictions?

They should leave about 2-3MM available for mid season needed moves other than that - of course they will usa all available funds and be as creative as usual as well.
