I think not. Team can carry forward unspent cap $ into 2021.
Since there is some mutual interest, owners & players will find ways to soften the COVID cap hit by "borrowing" from future anticipated revenue & putting $ into 2021.

Thanks--good to know, and even better for the Patriots since they will not have to borrow huge amounts.
