I don't think this is achieving parity. 28 teams still in contention for the playoffs sounds like a lot, but a handful of those teams still have ridiculously low chances of making the playoffs. I'm pretty sure the Rams and Bears are among them. Also, having an awful divisions like the AFC South (and the NFC South to an extent) certainly help keep teams alive.
 
There always seems to be 2 divisions, one on each conference that all play close to .500 football. Only 1 from each will make it, and the other 6 will be planning their draft strategy. So that 28 really is only 22, still a ridiculous number,
