I think Browner's suspension is due to a violation during the 2013 league year, while Welker's violation occurred during the current 2014 league year. They have been saying that all current league year drug/PED suspensions will be reviewed if a new policy is approved.

Amphetamines are being reclassified as a recreational drug, not a PED.
There is no suspension for a 1st recreational drug offense

Browner's first offense was for marijuana in 2006.

Browner's BOGUS 2nd offense was because he did not submit to urine tests while playing in the Canadian Football League from 2007 to 2010.

Browner's 3rd offense was for marijuana in 2013.

The NFL listed Browner as a Stage 3 offender, which brought the one-year suspension, reduced on appeal to 4, as if it were a 2nd offense.
