Correct. The spot for an IG call is the point of the grounding or ten yards, whichever is the bigger penalty. So yes, if Allen had grounded the ball it would have been Colts ball on the NE 2.
 
The best play would have been an incomplete pass to the receiver right near him. That's easy to say in hindsight.
