When NFL commentators keep saying, "How come it's always the Patriots?" they conveniently forget that every time another team breaks the rules it's no big deal. After the Spygate memo came out (to counter the rulebook) both the Dolphins and Jets used technology to get the Patriots signals on tape, and they used them in a game in the Phins case. The NFL's attitude was, "That's football!" (Steve Alic said that), and in the Jets case, "They had permission," even though the Patriots were adamant they never gave permission, and really, permission to do what? Cheat??! Is it cheating or not? Certainly, the memo was not backed up by the NFL, so Belichick had every reason to ignore it.
