But you can bet if a top player was in the draft and the Colts thought that player would make them a great team for many years, they'd be (intentionally) calling bad plays and have Luck on the IR. And how do I know this? Because they've done it before. That's how they acquired Luck. And they should have been thrown out of the league for chucking an entire season.
