David Yudkin is a poster on footballguys.com and he's a pretty reputable source of information about the Patriots - he's been pretty spot on with most of his information. This is what he had to say about the Patriots starting QB situation:

I was told that the Pats internally are reconsidering their position that Cassel will be the starting QB the entire season. I was also told that the Pats would potentially be interested in an impact QB not a game manager type, so if someone were to become available at a reasonable cost both in acquisition costs and pay scale wise that they would consider making a move. When I asked specifically about Bulger I was told that anything is possible but was not told "no, they aren't looking into it." So as far as Bulger to the Pats, I would say it is a consideration. I doubt the math translates into 50/50, but we'll see.
I also have heard that Cassel may effectively be holding the fort down until O'Connell ramps up and is available to take over starting duties in a few weeks if the Pats don't acquire someone else. If the Pas continue to only score in the teens, I'd say O'Connell will be the starter a month from now.
