No, no and no. Comp picks are awarded based on a (reportedly) complicated formula using free agents lost and free agents signed during the previous offseason.

You get nothing for cutting/waiving a player.

Page would count, since he left as an unrestricted free agent (remember the new CBA made him a UFA instead of an RFA).

Not sure how many of the Patriots' signings count against them, though.
