Honestly, I think one of the reasons these ridiculous "cheating scandals" gain any traction is there are too many people watching the game who simply don't understand the rules.
I was at a Patriots game in San Diego a few years ago. While the Patriots were lining up to defend a play in the red zone, Belichick steps onto the field of play to throw a challenge flag on the previous play. Some genius behind me yells out "hey! That should be a penalty for too many men on the field." I'm 100% sure he was being serious.
