We are on our own half yard line, Brady had nothing, so threw a deep bomb that was well short of Moss, so Moss just grabbed the Miami defender and prevented him from going back to the ball.
There was no penalty because if enforced the ball barely moves back to where it was spotted plus we get the down back, which is why Miami declined.
