The site which provided the stat was yahoo, which does not seem to have a stats glossary which would define the meaning of pd. However, another site also lists Samuel leading the NFL with 24, under the category of pd. But they DO have a stats glossary.

Samuel is ranked #1 in the pd category with 24 here:

In summation, I think we've proven that on both the college and NFL level, the categorized stat of pd, or passes defensed, or passes defended, does include interceptions.
