I am leaning that Cooks didn't have possession, but mostly I'm shocked the ref ruled that way. We almost never see something like that get ruled an INT immediately.

It's clearly an INT because Cooks needs to survive the ground to have "possession". When he hit the ground, he loses the ball, so he no longer has possession. It remains a live ball until it hits the ground. It never hit the ground, because the defensive back took it. Therefore, INT.
