I think the suggestion was that the 17th game would be played at neutral sites (with several of them in foreign cities). However, I think this would present a ridiculous logistical nightmare for teams and the league. Here's my biggest problem with the 17-game schedule.
16 teams will have 9 home games.
16 teams will have 9 road games.
That could affect who makes the playoffs and/or playoff seeding.
I am hoping that this 17-game idea is just a trial balloon and the league will eventually settle on 2 pre-season, 18 regular season games. A couple games a year can be played in foreign cities, and some teams will just have to suck it up and lose a home game (like Miami is doing this year). That way the fans may still be getting screwed, but they are getting screwed less.
For example, this year a Dolphins season tickets holder is forced to buy 2 meaningless games for the privilege of getting 7 regular ones. 2:7 is a pretty bad ratio. Under my system, there is only 1 meaningless game in the package and 9 regular ones, which would get reduced to 8 if that teams "hosts" an international game. 1:8 is not so bad of a ratio.
