This question is asked addressing 2 fronts:
1) 40 times are a balance of natural athleticism and specific technique and training to run a 40 in shorts with no football in your hands
2) Every month, literally, we are finding new ways to track, compile and interpret data.

As the technology improves, in game metric tracking gets shared more readily, and AI and data visualization can allow more understandable models with a amount or huge data sets, do you think the pendulum of analyzing speed will shift, particularly for skill position players, to measured in game speed over 40 times?

I voted no only because the combine provides a way of equalising everything. I have no doubt that scouting depts use in game tracking significantly though. However, it's not a great way of comparing two WRs side by side, especially year by year.

I think's important looking at the individual player's in-game & track speed not comparing player vs player.
