Yes. They can sign a contract with Zappe without consulting KC. Zappe can stay on KC's Practice Squad if he so chooses. If a contract is signed, Zappe would be on MIA's active roster for 3 weeks before they are able to waive him (so they would need to make a 3 week commitment to Zappe),
 
Going back to pop Warner Tua has likely had countless concussions. I'm sure all NFL players have had them. I'm sure if we saw some retired NFL players they all would say they deal with some form of CTE. It's the very ugly part of the game.
Considering Tua's interesting history with corporal punishment with his father, I have to wonder if the head shots happened even before Pop Warner.

Practice squad players can't be traded. Dolphins just need to claim Zappe.
Just a reminder: the only time players can be claimed unwillingly is when they go on waivers from the 53. As a PS player, Zappe can choose to leave if he wants, and doesn't need to consult KC before doing so. (Many players do as a courtesy if they want to stay with their current team.) If KC releases him from their PS, he is free to sign with anyone without passing through waivers.

That would cause all sorts of problems given his pending ownership stake in the Raiders. I have to imagine that lawsuits would result.

If you are a QB and no-one wants you on the 53, you are pretty bad. I like Zappe, I think a lot of posters like Zappe, but he is not a very good NFL QB. Posters seem to always over rate ex- Pats players.
 
It's interesting watching the progression of Dolphins fans from where they were when it happened to today. They moved from "He should make the decision that's best for his health" to "He needs to be back at the bye at the latest for us to win the division". Their forums has become really aggressive towards people questioning whether he should come back. They want him back on the field next week. Seems awfully callous.

If you are a QB and no-one wants you on the 53, you are pretty bad. I like Zappe, I think a lot of posters like Zappe, but he is not a very good NFL QB. Posters seem to always over rate ex- Pats players.

Mahommes even commented on social media giving Zappe props after a game.
So it doesn’t surprise me the Chiefs like him a bit.

If the NFL thinks it can squeeze an extra dollar or two out of Tua being back on the field, they will wheel him out in a casket.
