Dunno. Part of the reason Zappe didn't get claimed last year was because of timing - he was released during the final cutdowns to the 53 man roster before Week 1. At that point camp was over and teams were getting ready to prep for their first real game. No time to bring in a new QB and teach him their offense. Additionally, a team would have had to release someone else from THEIR final 53 to claim him, and they may have been holding someone for an extra day to move them to IR, etc. A lot of moving parts on that day. If Zappe were to be released in-between OTAs and training camp, he may get claimed since there'd still be a decent bit of time to get him up to speed enough to be a backup, plus teams still have 90 man rosters.
