"We're open to anything - moving up, moving down - we're open for business in the first round and in any round. We have some holes that we need to fill in the draft. We're a draft and develop team, the more picks we have the better. But if there's an opportunity to move up and strike if the board recommends it, we won't be afraid to pull the trigger on that either."

Wolf seemed to say that the "final decision makers"/"core group" include himself, Mayo, Matt Groh, and the coordinators (AVP, Covington, Springer). AVP makes a lot of sense. Covington is probably kind of supplanted by Mayo himself. Springer actually has a track record of scouting special teams players for the Rams, so that makes sense too.
 
Interestingly a lot of Wolf's comments line up well with what many of us have said here.

- Okorafor confirmed the LT currently
- No true "X" receiver on the roster, but view Osborn and Bourne as guys who are capable of playing any role
- Admits they have had a bad track record of drafting and developing receivers in NE

Wolf says that Brissett was signed specifically because he is the model from a professionalism/work ethic standpoint of what they'd want from a rookie QB and if they drafted one, they think Brissett would support and mentor that QB while also competing with that QB for the starting job.

No doubt a good locker presence, always been that. If you get that and how he played full-season in Cleveland, I doubt you could expect more given age and performance history.

Um, if you're trying to be open to trades or pretending to, you have to say that I think.

Right, it adds legitimacy to the fact that they are open to trading.

I think there's also something to the idea that unless you have the first pick, you have to group players and be okay with not getting the exact one that you want. Like, "Here are the first-round talent CBs we might like," or "Here are the OTs we think will be available in round two that we need to get one of." And how they group players is probably not the same way that the media is grouping players.

If he's speaking the truth, it's saying that Penix or Nix are on the same level as Maye-Daniels-McCarthy. But at this point, GM's rarely speak the truth.
