Saints were a laughing stock and then became good when Drew Brees arrived.
Seahawks were a laughing stock and then became good when Russell Wilson arrived.
Bucs were a laughing stock and then became good when Tom Brady arrived.
These teams were all considered to be crappy organizations with dumb GMs, idiot coaches, etc. Every one of them. Few or zero championships, huge stretches of incompetence.

It is true that many of the "good organizations" probably looked better because of a superior QB, and you made an excellent case to that point. Some of the coaches or GMs probably would have been mostly successful anyway without the great QB (I feel that way about BB for example), but as you point out one never really knows for sure.
Joe Montana arrived at about the same time as Bill Walsh. Do I think the Bill Walsh organization was excellent and would have succeeded even without Montana? Yes I do, but obviously your point is well taken, he wouldn't have looked nearly as good without Montana. Similarly, Sean Payton arrived at New Orleans at about the same time as Drew Brees, and doubtlessly some of his reputation as an offensive genius was due to Brees.
The case for the Bills and the Colts are similar, in both cases Bill Polian arrived about the same time as a superior QB, Kelly for the Bills and P. Manning for the Colts. Polian managed to build a winning team in both cases, indicating that the organization he headed was effective in both cases, but certainly he wouldn't have looked like such a great GM without Kelly and Manning.
Your case with Pete Carroll is one of your stronger ones, he was coach for two years with the Seahawks with lousy records and only became successful when Wilson arrived. Plus, he got the extra bonus of having Wilson on a super-cheap 3rd round contract enabling him lots of cap space to fill other positions.
And when it comes to the Bucs being a laughing stock until Tom Brady arrived and completely turned around the culture, I agree.
