Yes but in order to play us KC would need to win their home playoff game.

KC is playing well but their playoff history at home is sketchy.

The Ravens would be doing him a favor by not claiming him. Since they are last, if the waivers actually got to him, then by passing he becomes a UFA - and collects the balance of his contract from AZ.
