I know the Pats have 21 days from the time of first practice to activate, IR or release Eddie Jackson & Chad Jackson.

My questions are:

1) What, if any , are the differences or significance with Seymour and Brown not having started practicing.
2) Do they get the same 21 days from the first time they practice?
3) If they don't start practicing until say week 9 - do the Pats still have 21 days to activate, IR or release the player from then?

The rules below really do not cover the ramifications of the timing of start dates.


The rules for the PUP list are as follows:
During the first six weeks of the regular season, players on Reserve/PUP are allowed to attend meetings and continue rehabilitation at the club facility, but are not eligible to practice with the club.
After the sixth week, the club has a three-week window (Weeks 7-9) to allow a player on Reserve/PUP to begin practicing with the club. Once the player begins practice, he can practice for three weeks before the club must make a decision as to his roster status.
At any point following the sixth week of the regular season through the expiration of the player's three week practice window, the club can add the player to the 53-man roster or place the player on Reserve-Injured. Additionally, at the expiration of the practice window, the club can allow the player to remain on Reserve/PUP for the remainder of the season.

There are two windows, so to speak; starting the day after Week 6, the team has a 21-day window in which to allow the player to begin practicing. The day the team does that, a second 21-day window starts for the team to decide what to do with that player.

That says it all...I think.....
so 1) Obviously since they did NOT start practice...their 21 day window to decide has not started either. It could be neither is ready OR the team wishes to space out the players so that ALL decisions will not have to be made on the same date...but it's no biggie...
2) Yes..same 21 day window to make a decision...they do have a first 3 week window in which they have to start practice..started yesterday..
3) yes..absolutely...
The only question I had was the impact of the byew week...and that I think is onvious..it counts as a week...(Whether there is a game or not..)

(1) I think BB knows what he has in Brown & Sey but needs to see more of what the Jacksons have in practice
(2) The Jacksons being relative newbies need time to pick up the Pats system; since they're healthy start the clock now
(3) Sey is still healing; expect his return to practice in 2 or more weeks

Thanks for the quick answers....if I understand what is being said, then a team can have a pupped player return to practice say on the last day of the last week - which is the 9th week - and then the club has up until the 12th week to decide the fate of that player.

When I see the phrase you originally quoted,

that seems extremely clear to me.

In any case, yes, they have until week 12. This isn't new, it's exactly what they did last year when they didn't move Patrick Pass from PUP to the 53 man roster until November 25.
