There are not many decisions to make.

NFI - Edelman
NFI - Cajuste
PUP - Meredith
PUP - Thomas

I expect Edelman and Thomas to be on the 53, and the other two to be available at mid-season.
 
Thomas is in a weird place. His contract is so incentive based. As much as we might like for him to go on the PUP so we don't need to make a tough choice, every game he plays in or doesn't play in effects his salary so much.

Nearly 100K per game and he gets extra if he reaches 60 catches, 800, 1000 or 1200 yards. If he misses the first 6 game all those catch and yards bonuses may be out of reach.

There's no chance he wants to start the season on the pup as he would be saying good bye to potentially millions of dollars.
 
Meredith got a two year deal, so they may even be planning to stash him for all of 2019 with the goal of contributing in 2020.
 
I want to see Brady with Thomas, the camp phenom Meyers, and Edelman as his targets. I think Harry will be brought along slowly.
 
Meredith is a great signing. We can decide at mid-season whether he should play at all in 2019, or whether to wait.

Yes, Thomas is on an incentive laden contract. Of course, the point of such a contract is team wants the player to meet his incentives.
