I think we'll always be continuing to develop OL, particularly while Scarnecchia is still here and able to do so, which may/may not be much longer.
I'm not sure that I see as much of a relationship to attempt to develop and coach up OL to compete or act as backups/swingmen/potential starters with the team definitely passing on a higher draft pick at OL as you do.
It's a pretty common thought to many that we'll need to continue to address the position, and have all of Wendell, Connelly, Svitek, Solder, Cannon, and even a decision on Mankins all coming up for free agency in some form over the next couple of years. The fact that we have guys on the PS and undrafted rookies in the mix for competition doesn't really lead me to believe that we'll be passing on someone in rounds 1-3 in the upcoming draft, but you may very well end up being right.
I would definitely feel that we'll need to throw in some more talented choices in the higher rounds over the next year or two also, as they may end up being our OL of the future just the same if not more as guys like Cave, Kline, etc.
