From the NFL:

Beginning the day after the conclusion of the sixth regular season weekend and continuing through the day after the conclusion of the 11th regular season weekend, clubs are permitted to begin practicing players on Reserve/Physically Unable to Perform and Reserve/Non-Football Injury or Illness for a period not to exceed 21 days. Players may be activated during the 21-day practice period or prior to 4:00 p.m., New York time, on the day after the conclusion of the 21-day period.

So:

(1) The window to let PUP players start practicing is now FIVE weeks, not three.

(2) The bye week does not affect the practice window; it's three weeks, no matter what.

To clarify, the period is five weeks, but you can only practice for 3.
In other words had Armstead stated practicing this week a decision would have to be made in 2 weeks (3 total) rather than in 4 more (5 total) if they wait until the 3rd week or later to get him on the practice field.

This may explain why he did not practice this week. He also may not next week, but should after the Dolphins game either way.

That's not how it works.

Teams have until the end of Week 11 to have a PUP/NFI player start practicing. From that day—no matter when in the five-week window it happens—teams have 21 days to evaluate.

I'm not 100% sure, but I want to say it happened last year when they moved the trade deadline back.
