Under the new rules, they didn't have to cut him to sign Wilson, so presumably there's someone else they're planning to bring in, or they just didn't like what they saw.

We should examine Pennington, cut him after camp or keep him if we move Hoyer. He could also be put on our shadow roster.

I'm sure you hit the nail on the head. You can only have rookies and first year players at rookie camp. For the rest of the organized team activities, their regular guys will be available.

Except that (a) the signed him months ago, and. IIRC, (b) they can bring unsigned rookies in for tryouts.

Nope. Welker's tender was already on the cap, and Hartline's never was (see: Top 51 rule).

I believe all reserve lists (including reserve/military) count toward the 90.
