On Gronk's tackle-breaking run, at the point where two guys were hanging onto him near the sideline, #23 was just standing there watching. If he'd put a shoulder into the play, it would have ended right there. Even if he thought the play would end without his help, he should in theory have tried to dislodge the ball (although even on a successful strip it would probably have squirted out of bounds).

Instead, he wound up chasing Gronk down with a flying tackle 20 or so further yards downfield.

Edit: Let me correct that. Hall didn't so much tackle Gronkowski as finish pushing Gronkowski down after he's already almost stumbled to the ground.

It is easy to laugh at him, but if I were a defender in this league, I would not know what to do to. Is he a receiver or a ball carrier? Where can he hit Gronk? Will he will called for unnecessary roughness? Two defenders had him wrapped. Where should he go an attack this big beast? Neck and head area?
 
picking up and throwing a referee's flag is extremely poor form.

A generic hit to the torso would have been legal, safe, and probably useful.

Diving in front of his legs would have been legal, useful, and as safe as other football plays.

Why would he even need to lay a hit on him? Just get in on the gang tackle and help push him outside.

Credit to Gronk though...most guys in the NFL don't get out of a situation like that and Hall was likely thinking that the play was dead when Gronk got near the sideline.

This. Better to at least give it a try than to be seen on film as a spectator. You are being payed to perform, so you should at least make some sort of attempt to do your job.
