I think the players that have not signed, such as Suggs and Peppers, are using that as leverage in negotiations as they seek a long-term contract.
I don't believe the Pats rushed with Cassel, because the Pats and Cassel were not going to sign a contract this year. He needed to be franchised so the Pats could proceed with finding a trade partner.
Carolina may be holding themselves up, but it's all part of negotiations. Should they simply sign Peppers to whatever he wants just for the sake of getting him signed quickly?
