I'm "kind of" surprised they tendered him that high with his injury problems of late. But if Randall stays healthy he is a good investment.

Gay: $1.3m
The Patriots have offered cornerback Randall Gay a one-year, $1.3 million contract today.
The contract means that if another team attempts to sign Gay -- who is a restricted free agent -- it would have to surrender a second-round draft choice if the Patriots didn't match.
"He's very excited and thought it was an honor," said Albert Elias, who represents Gay. "It shows him they have faith in him."
Elias added that Gay is fully recovered from a hamstring injury that cut his 2006 season short after three games.
Gay entered the league as a rookie free agent in 2004. Had the Patriots offered him the low tender, teams could have signed him to an offer sheet without having to give compensation if the Patriots didn't match.
Today is the deadline for teams to make offers to restricted free agents. Gay joins safety Rashad Baker and offensive linemen Gene Mruczkowski and Billy Yates as restricted free agents.
