There's no prohibition against trading rookies per se. The difficulty, though, is that the rookie salary cap does not increase when a team trades for a rookie. In other words, let's assume that this offer was genuine. The Raiders would then have to find a way to fit Vollmer's rookie cap hit into their existing rookie cap, which would almost certainly require them to release at least one of their other rookies.
