sounds to me like Goodell has to prove intent to injure, for each player, rather than just participation in an illegal money pool, based on in-game performance or "good hits".
I'm not a Goodell fan, by any stretch, but this isn't really that sort of ruling, from what's out there right now. What seems to have happened is that the panel has just said that Goodell has to re-evaluate the penalties without using the salary cap part of the 'wrongdoing'. The league still gets to lay down the hammer about attempts to injury other players.
In other words, having a "big play" pool is outside of Goodell's jurisdiction, but a bounty pool is not.
