Commish only has jurisdiction to punish for the "intent to injure" part of the misconduct so must reconsider case.

Sounds like this isn't over.

League can file a grievance against them for salary cap violation but Burbank would have to hear that and impose whatever sentence or fine or suspension.

Goodell can again suspend based on conduct, but can't include salary cap implication.

I'm not a Goodell fan, by any stretch, but this isn't really that sort of ruling, from what's out there right now. What seems to have happened is that the panel has just said that Goodell has to re-evaluate the penalties without using the salary cap part of the 'wrongdoing'. The league still gets to lay down the hammer about attempts to injure other players.

In other words, having a "big play" pool is outside of Goodell's jurisdiction, but a bounty pool is not.

If the panel holds that there needs to be specific proof, that will make proving this sort of thing just short of impossible.

Unless I'm misinterpreting, it almost sounds similar to declaring a mistrial. Basically, some of the criteria Goodell used to punish the players was outside of his jurisdiction, so the suspensions have been temporarily wiped out and those criteria are no longer submittable. The suspensions are still coming, he just doesn't have quite as much firepower to work with anymore. Is that right?

Exactly, and the pay for play pool is still punishable, only by Burbank as a cap violation.
